3.0 COMMUNICATIONS

3.1 Public Comment Period: This time is set aside for citizens to address the City Council on matters listed on the Consent Calendar as well as other items not included on the regular agenda. If your comments concern an item noted on the regular agenda, please address the Council after that item is open for public comments. Pursuant to the Brown Act (Govt. Code Section 54950 et seq), Action or Council Discussion cannot be taken on matters not on the agenda other than to receive comments. Those matters will customarily be referred to the City Manager's Office. Each speaker is allocated three (3) minutes to speak. Speakers may not cede their time. Comments should be limited to matters within the jurisdiction of the City. Persons wishing to address the Council must fill out a Speaker Request Form prior to the beginning of the meeting. Forms are available from the City Clerk, 1650 Stanton Drive,Shasta Lake or at the back of the meeting hall. If you have documents to present to the members of the Council to review, please provide a minimum of seven copies.

4.1 Approval of the minutes of the regular meeting of June 16 2009.

5.0 PUBLIC HEARINGS

5.1 Public Hearing, discussion, and possible action on a Resolution for the Application Submittal Phase of Fiscal Year 2009/2010 Notice of Funding Availability – State Department of Housing and Community Development – General Allocation of the Community Development Block Grant Program. Proposed application project: John Beaudet Community Center Rehabilitation.

5.2 Public Hearing, discussion, and possible action on a Resolution authorizing the City Manager or designee to apply for funding from the State of California Community Block Grant Program, Planning and Technical Assistance Economic Development Allocation for a Green Technologies Business Park Feasibility Study.

6.0 OLD BUSINESS

6.1 Discussion and possible action to conduct second reading of an Ordinance amending City Municipal Code Section 13.12.200, Rates for Service, and establishing water rates.

6.2 Discussion and possible action to conduct second reading of an Ordinance amending City Municipal Code Section 13.16.590, Schedule of Minimum Monthly Charges, and establishing new wastewater rates.

7.0 NEW BUSINESS

7.1 Discussion and possible action to approve a Resolution supporting Shasta County’s “Don’t Trash Shasta” program by granting authority to the City Attorney to authorize payments leading to the conviction of a person and clean-up of illegal dump sites in the City of Shasta Lake.

7.2 Discussion and possible action on Resolution authorizing the submittal of an application to the California State Department of Housing and Community Development for funding under the Home Investment Partnerships Program; and if selected, the execution of a standard agreement, any amendments thereto, and of any related documents necessary.

7.3 Discussion and possible action on Resolution designating a voting delegate for the League of California Cities annual conference – September 16th-18th, 2009.

7.4 Discussion and possible action on Resolution authorizing the City Attorney to cooperate with the League of California Cities, other cities and counties in litigation challenging the constitutionality of any seizure by state government of the City’s street maintenance funds.

7.5 Discussion and possible action to approve a Resolution designating Council Member Rod Lindsay as the representative from the City of Shasta Lake at the Local Government Summit on Governance and Fiscal Reform.

4.1 Discussion and possible action on Resolution approving the use of Redevelopment Agency Funds as cash match for a City of Shasta Lake Grant Application for a CDBG Planning and technical Assistance Grant for Green Technologies Business Park Feasibility Study.

4.2 Discussion and possible action on Resolution authorizing Redevelopment Agency General Counsel to cooperate with the California Redevelopment Association (CRA) and other Redevelopment Agencies in litigation challenging the constitutionality of any seizure by State government of the Agency’s Redevelopment funds.

All City Council Meetings are televised on Channel 11 the following Wednesday at 8:30 p.m. and Friday at 2:00 p.m.
