3.0 COMMUNICATIONS

3.1 Public Comment Period: This time is set aside for citizens to address the City Council on matters listed on the Consent Calendar as well as other items not included on the regular agenda. If your comments concern an item noted on the regular agenda, please address the Council after that item is open for public comments. Pursuant to the Brown Act (Govt. Code Section 54950 et seq), Action or Council Discussion cannot be taken on matters not on the agenda other than to receive comments. Those matters will customarily be referred to the City Manager's Office. Each speaker is allocated three (3) minutes to speak. Speakers may not cede their time. Comments should be limited to matters within the jurisdiction of the City. Persons wishing to address the Council must fill out a Speaker Request Form prior to the beginning of the meeting. Forms are available from the City Clerk, 1650 Stanton Drive,Shasta Lake or at the back of the meeting hall. If you have documents to present to the members of the Council to review, please provide a minimum of seven copies.

5.0 PUBLIC HEARINGS

5.1 Public Hearing for Proposition 218 and possible approval of first reading of the following Ordinances:

a) Ordinance of the City of Shasta Lake amending City Municipal Code Section 13.12.200, Rates for Service, and establishing water rates.

b) Ordinance of the City of Shasta Lake amending City Municipal Code Section 13.16.590, Schedule of Minimum Monthly Charges, and establishing new wastewater rates.

5.2 Public Hearing for Landscape and Lighting District and Drainage Maintenance District for Deer Creek Manor Subdivision, and possible approval of the following Resolutions:

(a) Resolution approving the Engineer’s Report for the Deer Creek Manor Landscaping and Lighting District and the levy and collection of assessments within such district for Fiscal Year 2009/2010.

(b) Resolution approving the Engineer’s Report for Deer Creek Manor Drainage Maintenance District and the levy and collection of assessments within such district for Fiscal Year 2009/2010.

6.0 OLD BUSINESS

6.1 Discussion and possible action to approve a Resolution extending the Deferred Impact/Utility Connection Fee Program in conjunction with new residential development.

7.1 Discussion and possible action on request for Variance Fee Waiver for Dean Dachenbach regarding a parcel at 2968 Virginia Street.

7.2 Discussion and possible action on Resolution accepting the Recycled Water Facilities Planning Report. (

7.3 Discussion and possible action on Resolution approving the position of Customer Service Technician within the Customer Service Department.

7.4 Discussion and possible action on Resolution authorizing a Compaction Policy for the Management and Supervisory Exempt Positions and approving the position of Substation Technician within the Electric Department.

Committee and Commission Meetings:

City Council/ Redevelopment Agency Meetings 1st and 3rd Tuesday at 7:00 p.m. Parks and Recreation Advisory Commission 4th Wednesday at 7:00 p.m. in January, March, May, July, September, and November Planning Commission 3rd Thursday at 7:00 p.m.

All City Council Meetings are televised on Channel 11 the following Wednesday at 8:30 p.m. and Friday at 2:00 p.m.
