3.0 COMMUNICATIONS

3.1 Public Comment Period: This time is set aside for citizens to address the City Council on matters listed on the Consent Calendar as well as other items not included on the regular agenda. If your comments concern an item noted on the regular agenda, please address the Council after that item is open for public comments. Pursuant to the Brown Act (Govt. Code Section 54950 et seq), Action or Council Discussion cannot be taken on matters not on the agenda other than to receive comments. Those matters will customarily be referred to the City Manager's Office. Each speaker is allocated three (3) minutes to speak. Speakers may not cede their time. Comments should be limited to matters within the jurisdiction of the City. Persons wishing to address the Council must fill out a Speaker Request Form prior to the beginning of the meeting. Forms are available from the City Clerk, 1650 Stanton Drive,Shasta Lake or at the back of the meeting hall. If you have documents to present to the members of the Council to review, please provide a minimum of seven copies.

4.1 Approval of the minutes of the special meeting of May 12, 2009.

5.0 PUBLIC HEARINGS

5.1 Public Hearing for Proposition 218 and possible approval of first reading of the following Ordinances:

a) Ordinance of the City of Shasta Lake amending City Municipal Code Section 13.12.200, Rates for Service, and establishing water rates.

b) Ordinance of the City of Shasta Lake amending City Municipal Code Section 13.16.590, Schedule of Minimum Monthly Charges, and establishing new wastewater rates.

7.1 Discussion and possible action on Resolution approving the transfer of properties identified as Assessor’s Parcel numbers 005-060-016 and 005-060-023 from the CDBG Project fund to the City of Shasta Lake Redevelopment Agency Meade Street Senior Housing Project.

7.2 Discussion and possible action on Resolutions for the Deer Creek Manor Landscaping and Lighting District as follows:

a) Resolution Initiating Proceedings for the Levy and Collection of Assessments Commencing in Fiscal Year 2009/2010 of the Deer Creek Manor Landscaping and Lighting District and ordering the preparation of an Engineer’s Report in connection herewith.

b) Resolution Preliminarily Approving the Engineer’s Report Regarding the Deer Creek Manor Landscaping and Lighting District and the Levy and Collection of Assessments Commencing with Fiscal Year 2009/2010.

c) Resolution Declaring the City’s Intention to Order the Levy and Collection of Assessments Commencing in Fiscal Year 2009/2010 of the Deer Creek Manor Landscaping and Lighting District and Appointing a Time and Place for the Public Hearing Protests.

The Chair reserves the right to limit the duration of each speaker to three minutes.

3.1 Approval of the minutes for the Special Meeting of May 12, 2009.

3.2 Resolution approving the transfer of properties identified as assessor’s parcel numbers 005-060-023 from the CDBG Project Fund to the City of Shasta Lake Redevelopment Agency Meade Street Senior Housing Project.

4.0 NEW BUSINESS

4.1 Discussion and possible action to approve Resolution approving funding for the Shasta Lake Chamber of Commerce in the amount of $8,000 for Fiscal Year 2009/2010 and approving the reduction of funding by 50% per year over the next two years, with no funding to be approved in Fiscal Year 2012/1013

All City Council Meetings are televised on Channel 11 the following Wednesday at 8:30 p.m. and Friday at 2:00 p.m.
