2.1 Proclamation commending Shasta County Sheriff’s Office Deputy Ray Bershears for his service to the community and his most recent accomplishments for the 2008 MADD DUI Enforcement Program.

2.2 Proclamation congratulating Mountain Lakes High School for their 2009 distinction as a Model Continuation High School.

3.1 Presentations: a) Outside Agency Reports

3.2 Public Comment Period: This time is set aside for citizens to address the City Council on matters listed on the Consent Calendar as well as other items not included on the regular agenda. If your comments concern an item noted on the regular agenda, please address the Council after that item is open for public comments. Pursuant to the Brown Act (Govt. Code Section 54950 et seq), Action or Council Discussion cannot be taken on matters not on the agenda other than to receive comments. Those matters will customarily be referred to the City Manager's Office. Each speaker is allocated three (3) minutes to speak. Speakers may not cede their time. Comments should be limited to matters within the jurisdiction of the City. Persons wishing to address the Council must fill out a Speaker Request Form prior to the beginning of the meeting. Forms are available from the City Clerk, 1650 Stanton Drive, Shasta Lake or at the back of the meeting hall. If you have documents to present to the members of the Council to review, please provide a minimum of seven copies.

4.1 Approval of minutes for:

a. regular meeting of March 3, 2009.

b. adjourned regular meeting of March 9, 2009.

4.2 Resolution approving interfund loan from General Fund to the State of California Department of Parks and Recreation and California Integrated Waste Management Board (Tire Derived Grant Program) Claire Engle Park Rehabilitation Project account.

4.3 Ordinance CC 09-199 amending Title 2 (Administration and Personnel) by adding Chapter 2.18 to the City’s Municipal Code pertaining to the City of Shasta Lake Parks and Recreation Advisory Commission.

4.4 Ordinance amending Title 13 (Public Services) Chapter 13.08 (Utility Service Connection Rates and Charges) to add Section 13.08.090, Fire Protection District Impact Fees.

4.5 Resolution authorizing the City Manger or designee to award the Contract for the Landscape Maintenance of City parks and Gateway Industrial Park to McEntire Landscaping in the amount of $39.447.00.

5.0 PUBLIC HEARINGS

5.1 Public Hearing and possible action on Resolution declaring a Water Shortage Emergency for all City customers.

6.1 Discussion and possible action to adopt a Resolution approving a waiver of Use Permit application fees for Phillip Gonzalez, 5200 Shasta Dam Boulevard.

7.1 Discussion and possible direction regarding the approval of FY 2008-09 Mid Year Budget.

7.2 Discussion and possible action to accept the City of Shasta Lake Annual Financial Audit for period ending June 30, 2008.

7.3 Discussion and possible direction regarding the Water and Wastewater Rate Studies.

7.4 Discussion and possible action authorizing staff to apply for a Transportation Planning Grant from CalTrans.

City Council/ Redevelopment Agency Meetings 1st and 3rd Tuesday at 7:00 p.m. Parks and Recreation Advisory Commission 4th Wednesday at 7:00 p.m. Planning Commission 3rd Thursday at 7:00 p.m.

All City Council Meetings are televised on Channel 11 the following Wednesday at 8:30 p.m. and Friday at 2:00 p.m.
