Proposed purchase of property located at 4755 Shasta Dam Blvd (APN 005-250-014) - authority to initiate negotiations. 3.0 COMMUNICATIONS

3.1 Presentations

Susan Wilson, Executive Director of Health Improvement Partnership of Shasta, presentation on Youth Development and the Youth Action Council of Redding.

3.2 Public Comment Period: This time is set aside for citizens to address the City Council on matters listed on the Consent Calendar as well as other items not included on the regular agenda. If your comments concern an item noted on the regular agenda, please address the Council after that item is open for public comments. Pursuant to the Brown Act (Govt. Code Section 54950 et seq), Action or Council Discussion cannot be taken on matters not on the agenda other than to receive comments. Those matters will customarily be referred to the City Manager's Office. Each speaker is allocated three (3) minutes to speak. Speakers may not cede their time. Comments should be limited to matters within the jurisdiction of the City. Persons wishing to address the Council must fill out a Speaker Request Form prior to the beginning of the meeting. Forms are available from the City Clerk, 1650 Stanton Drive, Shasta Lake or at the back of the meeting hall. If you have documents to present to the members of the Council to review, please provide a minimum of seven copies.

4.0 CONSENT CALENDAR

4.1 Approval of the regular meeting minutes of February 17, 2009.

4.2 Resolution to establish the delegation of authority with the California Employer’s Retirement Benefit Trust Fund.

4.3 Resolution authorizing the City Manager to file a Notice of Completion for the CDBG Grant No. 0STBG-1572 Wastewater Collection System Rehabilitation Project contracted to Guiton and Sons Construction, Inc.

5.0 PUBLIC HEARINGS

5.1 a) Public Hearing and possible action on first reading of Ordinance adopting amendments to Shasta Lake Municipal Code Title 13, Chapter 13.08, incorporating Shasta Lake Fire Protection District (SLFPD) Impact Fees.

b) Discussion and possible action on Resolution adopting SLFPD Impact Fees to fund Fire Protection Facilities.

6.0 OLD BUSINESS

6.1 Discussion and possible direction regarding draft Ordinance pertaining to the Parks and Recreation Advisory Commission.

6.2 Direction and possible action referring to the Planning Commission a possible zone change to the Community-Commercial (C-2) zone district to allow reconstruction and/or reestablishment of a legal non-conforming dwelling unit pursuant to a Director-issued Administrative Permit.

7.0 NEW BUSINESS

7.1 Presentation by Mike Dalzell of ARXX Building Products. Discussion and direction regarding the use of ARXX Building Products for the Law Enforcement Center.

7.2 Workshop regarding Fix 5. Dan Little of the Shasta County Regional Transportation Planning agency will conduct a presentation.

7.3 Discussion and possible direction regarding the reduction of the City’s water allocation from the Bureau of Reclamation due to drought conditions and the purchase of replacement water.

7.4 Discussion and possible action on Resolution approving a professional services agreement with Water Works Engineers, LLC for a Final Effluent Discharge Study.

All City Council Meetings are televised on Channel 11 the following Wednesday at 8:30 p.m. and Friday at 2:00 p.m.
